With this mood, I am writing a (third) (written) statement - to the Office of the Federal Tax Service of Russia in the Rostov Region.
I did not find the e-mail address of the Administration of the Federal Tax Service of Russia for the Rostov Region. There is only a postal address. Consequently, I have to print the text on paper and send it by mail. (I have to give up, a little, the principles of the digital economy ...).

Dear employees of the Federal Tax Service of Russia for the Rostov Region!
This is my third application to the tax authorities (if you count from October 1, 2021) (the first application is dated October 1, 2021 and the second one is dated October 18, 2021).
During this time, I received two answers to my two applications (both answers were drawn up in the Interdistrict Inspectorate of the Federal Tax Service of Russia No. 23 for the Rostov Region), but I did not see any effective actions.
Not a single ruble of unpaid taxes for this period was not charged or paid!
The essence of the situation that has arisen is in a kind of "legal disappearance" of the actually existing object of taxation and in the corresponding non-payment (in full) of tax on the property of individuals.
One of the points of the tax base "disappeared" somewhere:

From the two previous answers to my statements, I did not see active, effective actions aimed at protecting the financial, tax, and budgetary interests of the state.
I don't think that I, an ordinary person who does not occupy any state positions, an ordinary taxpayer, should, like some SUPER-HERO-POCHINOK, be engaged in a very significant amount of work to restore the tax base and to ensure the full payment of the unpaid tax.
Alexander Pochinok, after all, was a Minister (with power, apparatus, subordinates, with state funding), and I am an ordinary citizen, an ordinary taxpayer ...
My task, as a simple taxpayer, it seems to me, is to receive a tax notice (and a receipt) and to pay the unpaid tax.

give me a tax notice (and a receipt) so that I can pay tax (in full) on property of individuals for the specified taxable object (Rostov-on-Don, Muscatnaya st. 32/34; I own half of the object).

(In the same way, I ask you to send me a tax notification with a receipt; at the same time, I am ready to come personally to the Interdistrict Federal Tax Service of Russia number 23 in the Rostov region (Selmash Ave., 90/17a), where I already had received tax notifications number 16302425 from 03.08.2020 and number 38939129 from 01.09.2021).
Copies of (i) my application dated October 01, 2021 and (ii) the response dated October 15, 2021 number 06-10 / 034888, (iii) my application dated October 18, 2021 and (iiii) the response dated October 22, 2021 number 6193 -00-11-2021 / 003836 are available in the Interdistrict Inspectorate of the Federal Tax Service of Russia number 23 for the Rostov region.
