Dear employees of the Ministry of Finance of the Russian Federation!
On February 16, 2022, I sent a registered letter to the Ministry of Finance of the Russian Federation a statement 'ON THE PAYMENT OF COMPENSATION TO ME'
('ON SUBMISSION OF APPEAL TO THE COUNCIL OF MINISTERS OF THE RUSSIAN FEDERATION AND ON THE PAYMENT OF COMPENSATION TO ME DUE TO THE THAT MY 'OWNERSHIP RIGHT WAS TERMINATED ON June 3, 2019'').
On March 16, 2022, I received two emails:
The first letter is dated March 15, 2022 (about redirecting the appeal) (number 0100734/22@). This is a letter from the Federal Service for State Registration, Cadastre and Cartography (Rosreestr). It was signed by the Deputy Head of the EGRN Maintenance Department. This letter was sent to three addresses: to the Office of Rosreestr in the Rostov Oblast, to the Branch of the Federal State Budgetary Institution "FKP Rosreestr" in the Rostov Oblast, to Zalessky V.V. The text of this letter, in particular, says: '... we are sending the Appeal for joint consideration on the merits, as well as, if there are grounds, for the organizing and carrying out work to verify the information of the Unified State Register of Real Estate (hereinafter referred to as the EGRN) about the property of interest to the applicant. ". [unofficial translation]
The second letter is dated March 16, 2022. It is very brief (it is addressed to me). "Your appeal was registered in the 61st Branch of the Federal State Budgetary Institution 'FKP Rosreestr' in the Rostov Oblast under No. OG-332/22 ...". [unofficial translation]
Rosreestr and its bodies (subdivisions) are not involved in the payment of compensation to citizens.
In connection with the above, I additionally inform:
1. From the previously received answers, I can conclude that in order to 'restore' an object in the 'tax base', it should be 'restored' in the EGRN. I hope that the object will be "restored" in the tax base, that the tax interests of the state, the Lunar program of Russia will be protected.
2. I do not waive my request for legal and fair compensation due to the fact that my "ownership was terminated on June 3, 2019". (I wrote about this in a statement previously sent to the Ministry of Finance dated February 16, 2022).
3. The issues of (a) payment of compensation to me and of (b) verification of the information of the Unified State Register of Real Estate, - although they are interconnected, - each of them is independent in its content.
In connection with the foregoing, I REQUEST the Ministry of Finance of the Russian Federation:
To solve the issue of paying me legal and fair compensation without delay - in parallel (simultaneously) with the issues of additional charges, additional payment of tax, "restoration" of the object (Rostov-on-Don, 32/34 Muscatnaya Street) in the EGRN and in the tax base.
(The fact that I owned a real estate object before June 03, 2019 is indisputable - it is confirmed, in particular, by the responses from the tax authorities, therefore, my right to receive compensation by me is indisputable - it arose on June 03, 2019).
Two years have passed since June 03, 2019 (June 3, 2020, June 3, 2021) and more than seven months. This raises questions and bewilderment, - that instead of immediately paying me compensation, my application dated February 16, 2022 (on paying me compensation) was sent from the Ministry of Finance of the Russian Federation to the Rosreestr authorities, whose competence does not include payment of compensation to citizens.
I ask you to pay me compensation without delay - the economic and financial conditions are very unfavorable.
Copies of documents (other than those named in the text of this application) are listed in my application dated February 16, 2022. All these documents, if necessary, can be transferred via the appropriate communication lines.
