The Soviet militia took measures, the fashion gradually changed, fur hats were gradually replaced by knitted hats (sports type) ... Already in the 90s, knitted hats became widespread. There was no point in a tearing them off. They were available for purchase and were relatively inexpensive.
Suddenly, yesterday (August 10, 2023), I heard a two radio broadcasts (one in a morning and one in a evening) urging law enforcement to investigate the case of the teared hat [a hat, teared off a child's head]. In fact, there is a special law - a ban on exerting pressure on law enforcement and judicial bodies: they are independent in their activities.
