The Russian Federation has deprived me of the ownership of the property object (2019).
I find out about it (2021-2022), start writing...
How does the Russian Federation react?
(May be) Is she paying me compensation?
Does she get a judicial act (if she needs one)?
Does the Russian Federation restore my ownership of the property object?
I deal with officials...
And what do I see?
I discover:
1) recommendations (to me) to take up a new registration of my ownership of the property object,
2) recommendations (to me) to obtain a judicial act (to protect my rights),
3) evasion of paying me legal and fair compensation ("without excessive unnecessary bureaucracy and delays") - with the addition of hints that my rights are not violated, as it were - and this, while (along) simultaneously recommending that I start a new registration of my ownership right. Why should I deal with a new registration if everything is in order with my rights?
So, my property right is violated and not protected and not restored.
I am an injured person - a citizen affected by the actions of the Russian Federation, I have recommendations (to me) from officials to restore (protect) my property rights.
As a general rule, the burden of worries (actions) is placed on a person (a body) who created the problem, not on the person suffering from the problem.
I appeal to the Government of the Russian Federation (by e-mail) - I do not receive any response, any reaction. (It's strange... What about the digital economy?..).
I don"t mention the damage to the tax interests of the state here in detail - I don"t receive wages from the Russian Federation ...
My property rights have been violated. I don"t see any (effective) actions to protect them or to restore them from the side of Russian Federation (which [who] deprived me of my ownership of the property object).
But I get a writ of execution. A common debts of the population are huge. They are hopeless to receive. These are hundreds of billions of rubles. These debts are increasing markedly. From this mass of debts, my debt for services is separated, services that have no value for me, which I do not consider useful to myself, and I see a writ of execution.
I'm worried, and the receipts that I get - these receipts make me anxious.
If I will find myself in a difficult situation ... Millions of citizens - they are in debts, but ... But I ...
I'm starting to research: what kind of debts? And how real are they?
I apply to the state authority - by e-mail.
I get an answer. Turns out I used a wrong method to apply (to send an application).
I need to either use regular mail, or contact through a portal.
This prompts me to reflect on the situation with the protection of the constitutional right of citizens to apply to state bodies.

Citizens of the Russian Federation have the right to apply personally, as well as send individual and collective appeals to state bodies and local governments." [unofficial translation]
An appeal (a petition) is a message (of a citizen or organization) about a certain issue that the applicant considers important, and on which some action should be taken. The request is not obligatory - the request logically follows from the very fact of the appeal.
Appeal can be verbal, it can be written...
The submission of the appeal corresponds to (interlinked with) the receipt of the appeal.
Is it acceptable for a public authority to receive an application, but instead of considering it, he announce the need (for the applicant) to send the same application - but in a different way?
And if the applicant does not have time, and if he does not have the opportunity, and if something interferes with him? .. And if they again change the method, how should the appeal be submitted?
Such a legal position, such a response restricts (violates) the constitutional right of citizens of the Russian Federation to send appeals to state bodies and local governments.
Thus, the situation in which I find myself prompts me to think about the violation and insecurity of my rights - (1) the constitutional right to property and (2) the constitutional right to file applications with state bodies and local governments.
