In previously written miniatures, I wrote about two themes (among others):
(a) the creation by Vladimir Vasilyevich Zalessky of a scientific business for the benefit of the defense of the Soviet Motherland,
(b) the battle for Rostov-on-Don on November 20, 1941, in which Zalessky Vladimir Vasilyevich (at the age of 11), Zalesskaya Yuzefa Adamovna (mother of an 11-year-old boy) participated, and a subsequent attempts of Zalessky V.Vas. to draw the attention of authorities and public organizations to the history of the Great Patriotic War (to the events of November 20, 1941). And everyone knows how relevant this is, and how influential people care about the preservation of our glorious history.
Naturally, I was not familiar the details of the creation of a scientific business and the removal of Zalessky V.Vas. from it. They are not familiar to me even now.

However, in a pile of old receipts and other insignificant papers, I found an interesting sheet of paper.
The text is dated September 12, 1985.

I answer the following, to the questions asked.
1. Works that I supervised in 1970-1977. were among the most important. They carried out according to the decisions of the Commission of the Central Committee of the CPSU and the Presidium of the Council of Ministers of the USSR.'

"2. There is a special procedure for determining the scope of such work, their cost, checking the correctness of costs and the quality of performance. For each job, a detailed task is approved. The results are adopted by an interdepartmental commission of approximately 12 people from 3-4 ministries with the necessary competence.'

"3. All intermediate checks carried out by the USSR Ministry of Defense passed without serious remarks, all the results were accepted with high marks, which was confirmed by the numerous facts of awarding our team from the customer's funds, which at that time had no analogues in the RGU. By decision of the Commission, we were allocated an additional staff of 50 people - at the expense of the sectoral ministry, which was possible only with the great importance and high quality of the work performed."
[My comment: read carefully the text of paragraph 3. Perhaps this text will awaken some thoughts in the reader ...]
"4. Our performance of these works took place against the background of an extremely negative attitude of a number of people in the city of Rostov. When the first commission of senior officials of the USSR Ministry of Defense arrived to us to agree on a number of issues of an organizational and technical nature / I think in 1972 /, they were unexpectedly made a statement of a very unfavorable nature. Naturally, a very thorough check followed. However, the customer recognized the progress of work as correct and increased funding for [only] one of the works from 140 thousand rubles up to 700 thousand rubles."
[My comment: If we are talking about millions of rubles allocated by the state, then such work should be led by an understanding and quick-witted person ... Who are these people who interfered with the defense of the Soviet Motherland, our Fatherland with a centuries-old unique civilization?]
"5. The regional committee of people's control [NK - народный контроль - people's control], which carried out an inspection of our works in 1975-1977, declared them unsatisfactory. I have no opportunity here to analyze the contradictions in the conclusions of the Regional Committee of the NK and interdepartmental commissions. The favorable conclusions of the inspections of the USSR Ministry of Defense were also ignored."
[My comment: People's Control is a sub-party body with a beautiful name. Naturally, patriots worked there, taking care of the defense of the Soviet Motherland. They (and their bosses) knew what they were doing and why.]
'6. ... To perform one of these works, by order of the Commander-in-Chief, we were allocated a ship with a displacement of more than 6 thousand tons ... All work was accepted in accordance with the procedure established in the USSR.
7. Concerning the payment of wages. Representatives of the NK Regional Committee thoroughly checked more than 300 people ... The final document about results of the check indicated the name of one locksmith ... and several people of former law enforcement officers involved in security measures ... "
[My comment: They forgot to check the salary of the captain of a ship with a displacement of more than 6 thousand tons.]
"8. In the process of verification, numerous attempts were made to involve the bodies of the OBKhSS and the prosecutor's office in the work. However, the employees of these bodies refused to make conclusions about the violation of the law (...).'
[My comment: They managed with the help of only one "people's control". 'They will simply torture him, they will torture him, they will deprive him of forces, they will destroy him through a usage of many years of party checks and proceedings. What is dearer to him: a life and a health or the scientific business?"]
"9. (...) Mikhail Ivanovich replied that all this was a misunderstanding and he would instruct to immediately stop the check. However, the next day I was suspended from office [chair] and from work. Since then, I have nothing to do with this works.
[My comment: Maybe Mikhail Ivanovich (or his bosses) began to have something to do with multi-million rubles works?]
"10. I would like to draw your attention to the fact that in subsequent years the works continued /already under a different management/, which indicates their relevance, and the system we made worked (...)'.
[My comment: Well... no one talked about the irrelevance of the works, and no one wanted to destroy the created system... The question was different...']
"12. One more circumstance I consider important. I was not given a copy of the document about results of check and I was forbidden to make copies and extracts. (...)".
