"The issues you mentioned regarding the registration of ownership of a property do not fall within the competence of the tax authorities."
It's like "a conversation between a deaf and a mute" (in the diplomatic authority).
Maybe write to the Russian Foreign Ministry, to Minister Lavrov, to ask him if he recognizes Russia's sovereignty over the Rostov Oblast?
Or write to respected employees of the Cabinet?
