Much could be written on the issue of sufficiency or insufficiency of labor resources.
But why? But for what? To write detailed scientific works?
I don't see sufficient motivation for myself to cover this topic comprehensively.
I will only touch on what lies on the surface.
About a year ago, those who call themselves 'citizens' might have heard about 'hard-working people' [those loving labor] from whose presence all residents of Russia would benefit greatly.
By coincidence, very tangible opposition arose to these statements (and to the corresponding system of practical actions). The opposition was unexpected and unpleasant.
Well, if so, then the presentation of information has changed. Now we hear about the lack of labor resources.
Who here is not a patriot? Who doesn't wish well for their native economy? Do a step forward!
In which sectors is there a shortage of labor resources?
Based on publicly available information, in modern Russia there are several relatively successful industries where a significant effective demand can be found: (1) military-industrial complex, (2) agriculture, (3) fuel and energy complex, (4) construction (road construction, construction of apartments and houses for the population, construction of industrial facilities).
In which sector of the economy may there be a shortage of labor resources?
There seem to be enough labor resources to work at enterprises of the military-industrial complex. In addition, a certain qualifications are required there.
Agriculture announces huge (unprecedented-?) harvests. Consequently, there are currently sufficient labor resources in agriculture.
Fuel and energy complex. An additional labor resources for the construction of nuclear power facilities are needed? May be, they needed, but a very qualified. For oil and gas production? Here is or the work in special climatic conditions (not everyone is used to them) or/and a specific (an enough) qualifications are needed.
And now we come up to construction.
This is a very mysterious industry.
Huge state (budget) resources or bank funds (one can consider (can to see, to distinguish), through the information 'fog', loans from the Central Bank of the Russian Federation) are invested in the construction industry.
This industry, as it turns out, is a kind of 'locomotive' of the modern Russial economy.
Who is the consumer of construction industry products?
Population? A population whose debt is constantly increasing?
Yes, a person burdened with debt, the owner of a car that consumes increasingly expensive fuel, will drive on toll roads (not very cheap roads) and buy not very cheap apartments (or houses).
Well, as you can understand from media reports, the debt of organizations and enterprises is also not small, and it is increasing.
But, nevertheless, there is quite a lot of manual labor in construction, so in a certain sense one can declare a lack of labor resources.
Thus, that - is the above lack of labor resources - if we don't touch on other, very interesting (mysterious) aspects interconnected with this theme.
