  In the 90s, after the adoption of the liberal version of the Media Law, every energetic citizen could relatively easily establish a media (newspaper, magazine, bulletin, etc.).
  
  Newspapers fought for a readership, for an increase in circulation, and were actively looking for interesting topics.
  
  For example, there was a period when newspapers actively wrote about the separation of a huge part of the territory from the Botanical Garden in the city of Rostov-on-Don and about the transfer of this part of the Botanical Garden for construction.
  
  But there were other materials as well. For example, in one of the newspapers I came across an article about an interesting private house and an interesting plot of land under this house (on one of the central streets of the city).
  
  According to the author of the article, the site under the house was declared a territory of public interest. After that, the plot and the house were seized from the owner.
  
  I do not know if the owner of the house and the land plot entered into a dispute. But I understand that a process of dispute would be difficult for him. Heaps of complicated official documents would have been presented against him. And what could he to provide in response?
  
  The author of the article tried to convince readers that after a while the public interest evaporated. The plot (as well as the house?) was sold to a new owner, who set up a profitable business in this place.
  
  I often drove along this street and looked with interest at a pretty structure - either new or converted from a house that had previously stood in this place. It seems that something close to a car service has appeared there.
  
  I not only reflected on the bizarre fate of land plots in the center of Rostov-on-Don, but also recalled the problems of land use in districts of the city far from the center.
  
  In the second half of the 1980s, I lived in an area that at that time was considered the outskirts of the city. The territory of garden associations began nearby. The older generation of my family bought one of the garden plots for an agreed price from a pensioner, whose health was deteriorating. This site was located near our place of residence.
  
  So after a short walk, we could come to the garden plot and start growing currants and other fruits.
  
  Gardening associations included not only garden plots, but also the roads used by gardeners. Garden associations were divided into quarters by internal roads.
  
  The quarter in which our garden plot was located was at some point declared a territory of public importance. This apparently happened after 1991. Other quarters: neither to the right, nor to the left, nor to the back (there was a city street in front) were not declared territories of public importance.
  
  So, one of the quarters was seized from the gardeners.
  
  After a while, this territory lost its public importance, and houses appeared on it. Naturally, the original owners, gardeners, had nothing to do with the new houses.
  
  Our family had a buddy who owned a garden plot in the same garden association. But her site was located in a different quarter. The quarter where our buddy's garden plot was - it was not declared to be of public interest and was not seized from gardeners.
  
  Our buddy after some time sold own garden plot for an amount equal to the cost of a two-room apartment. Some troubles did not pass her by. She took too long to choose which apartment to buy. Inflation was gaining momentum. So she ended up buying only a one-room apartment for the money she got from the sale.
  
  After defending my thesis on the economic valuation of natural resources and payments for natural resources, I continued to deal with this topic for some time.
  
  So, now, in 2021, I can return to this topic, and to write a story, to some extent devoted to the topic of economic assessment of land plots in the city of Rostov-on-Don in the late 80s - early 90s 20 century.
