CAST OF CHARACTERS:
Makar Kharitonovich - a multidisciplinary manager. Specialist in sports, in spring flood control, in construction.
Participants of the bureaucratic meeting. (They are also participants in a banquet on the occasion of the next anniversary of the events of 1612). Among them is the chairman of the meeting (he is also the host of the festive banquet [Banquet leader]). A woman-secretary. Waiters.
PLACES OF ACTION:
Hall of bureaucratic meeting, where topical issues are discussed. (Act I).

Act I
There is a large table at one edge of the stage. People in business suits are sitting at the table. There is a meeting of an important body.
At the other edge of the stage is Makar Kharitonovich, a multidisciplinary manager.
Makar Kharitonovich:
- It's a troublesome business to discuss spring floods. It was easier with athletes. Music is playing. Guests. Black caviar. Beautiful girls run out into the arena, throw hoops into the air, raise their legs and arms high ... But ... I must go ...
Makar Kharitonovich goes to the sitting people and sits down next to the chairman.
Chairman:

- Ecologists are worry! They sent a letter to the local governor! He asks the grove (yet) not to touch.
Makar Kharitonovich:
- Well, if so, then we will postpone this question (for now). One way or another, they have urban forests there, and parks, and forest belts, and public recreation areas covered with green spaces - next to water bodies. We'll take all this away from them, we'll build something on all the land sites . We will do a nice report for a higher levels!
Chairman:
- We must allocate money for the construction of pumping facilities - for pumping water from a large river to areas where there is a shortage of water. And on the same river we are building structures so that this big river does not become shallow. What do you say, colleagues?

- And nothing will happen to the nuclear power plant? This nuclear power plant was specially built on the banks of this large river.

- I, as a specialist in nuclear energy, guarantee that nothing will happen to the nuclear power plant - within a few months. But we must think about strengthening the ruble!

Act II. In the banquet hall.
Everyone, including Makar Kharitonovich, is sitting at the banquet table.
Banquet leader:
- Our ancestors - from Nizhny Novgorod - behaved heroically! Let's remember Minin and Pozharsky! In honor of such an event, a joyful decision was made. The Order of Papanin has been established!
Makar Kharitonovich:
