16. Женщины могут понять то, что придумали мужчины, но не могут придумать то, что может придумать мужчина. Это относится и к средним мужчинам, которых подавляющее большинство. Из числа таких посредственных мужчин, а заодно и женщин, последние 6 тыс. лет массы выбирают себе правителей, уступая самым уверенным в своем превосходстве, которое они приобретают за счет воспитания или под защитой стаи. Самые уверенные в себе - это, либо маньяки с детства, либо маньяки, созревшие в безнаказанности.

Для не очень больших человеческих обществ наследование верха отдаляет переход на участок ската жизненного цикла общества. Образование в элите еще больше отдаляет такой переход или делает участок ската более пологим. Такой сценарий ожидания иногда приводит к появлению героя-лидера с внутренними целями развития общества. Но это только для отобранной элиты и героя из неё. В больших обществах таких механизмов не достаточно, хоть они и необходимы. И совсем безнадегами в плане выбора лидера и своего развития становятся те человеческие общества, где не созрела или уничтожена народным гневом образованная, самодостаточная и способная размножаться интеллектуальная элита. Преемственность - это необходимое условие развития. Естественно, в том числе преемственность в нынешних слаборазвитых или ставших слаборазвитыми странах. "Люстрация" - это инструмент распада, инструмент деструкции. Замена ею правовых механизмов является социальным преступлением.

Централизация лидером первых небольших государств на подъеме создания необходима и естественна. И ее результатом всегда становится рост общества. На этом этапе никогда не бывает внутренней борьбы. В правильно усложняющемся и стабильном человеческом обществе и в его верхушке не бывает борьбы и дарвинистского выживания сильнейшего. Любая борьба, даже такая вроде безобидная, как борьба на место депутата, президента или еще чего-то, всегда является признаком разрушающих внутренних проблем общества и его возвратного кружения через прежние организационные формы. Рост производительности труда, количественный рост общества и рост рыночных взаимодействий создали проблему организации социальной системы. Снова в очередной раз всплыла проблемы создания ведущей части социальной системы. Люди в верхушке решать головой эту проблему ни разу на Земле еще не захотели или не смогли. Обычно эта не осознаваемая верхушкой проблема материализуется в виде клановой борьбы в верхушке, недовольствами масс и бунтами.

В Западной Европе накануне капитализации решение было найдено с помощью децентрализации. Естественно стихийно. Целью, как всегда, было желание автоматизировать получение верхушкой себе желаемого социального результата. Это обычное желание простых людей. Способов децентрализации даже в начале капитализма было несколько. В общем случае любая децентрализация, в основе которой при отсутствии внешних природных ограничений находятся личные интересы отобранными массами людей, всегда ведет через раздробление на несколько более мелких образований к организационному принципу общины. Так произошло в Советском Союзе. Сейчас этот сценарий американцы реализуют в Украине. В прошлом после распада государства такая децентрализация сохраняла человечество и позволяла появиться герою-лидеру и сыграть свою роль для создания нового государства. Но появления героя имеет очень малую вероятность. Пример децентрализации до общины в Украине и в странах Азии показал, что в общем случае развивающего выхода из нее нет.

Децентрализация всегда имеет место в любом обществе. Естественной является семейная децентрализация. За многие тысячелетия семейная децентрализация включена мозгом в схему представлений об окружающем мире. Естественно, неосознанно. Это одна из нескольких причин социальной потребности в семье. Община - это сожительство семей с минимумом социальных отношений для биологического выживания. Община - это самая нижняя социальная единица человечества. Это самое децентрализованное человеческое общество. Это финал стихийного поведения людей. Сейчас это глубоко вкоренившееся представление порядка и устойчивости вылазит из мозгов людей, в том числе и западных верхов с самого начала развития капиталистических принципов, в виде разрушительных приемов децентрализации ошибок экспериментов, в которых предпринимались попытки создать централизующее развитие.

Вся история развития западного общества - это история далеко не продуманных способов введения централизации. Среди них - обобщение экономических правил, создание правовых норм, работающих на локальных богачей-централизаторов, в том числе разбогатевших преступно, стихийная реализация монополизации, формирование правил корпоратизации для объединения большего числа взаимоотношений людей, введение централизующей статистики. Но социальная централизация, т.е. необходимость создания ведущей части социальной системы, простыми людьми осознается только через принципы культа личности так близко понятные массам. В свое время короли, цари и т.д., скомпрометировали себя чрезмерным личным потреблением. Потребление в смысле максимальной реализации своих далеко не социальных желаний. Чтобы надолго не допустить к верху таких маньяков вытянули из подвала древнюю иногда оправдывающую себя схему выбора царя массами. Т.е. не подготовленного самим собой к решению абстрактных экстраполирующих задач лидера, а представителя группы-массы, являющегося отражением средних представлений верхней группы. Сейчас нередко лицемерно включают в этот ритуал все общество. В результате царями и царьками стали простолюдины с недостаточными знаниями, неподготовленностью мозга к решению необычных задач и с возрастающей убежденностью в своей исключительности. К сожалению, истинные короли не захотели разобраться, что должно быть на самом деле.

С появлением в Западной Европе социальной собственности в дополнение к личной потребительской собственности типа еды, ее разнообразия, жилья или предметов выделения вроде украшений, с возникновением благодаря ученым новых технологий появилась возможность для нового типа децентрализации. Любая децентрализация становится социальной, если всю социальную среду или ее достаточную часть можно разделить на группы (размножить), ввести целевой продукт и правила его получения и распределения, и, самое главное, ввести представление о продукте необходимом всему обществу. На всех уровнях выше общины существуют свои варианты децентрализации. Одно из внешних проявлений развития состоит в том, что ведущая часть социальной системы формирует новый глобальный продукт и создает для него свой уровень децентрализованных исполнителей, а старый глобальный продукт оказывается на более низком уровне и, соответственно на более низком уровне децентрализации. Если не будет глобального продукта, а в динамике, если не придумывают нового глобального продукта, то произойдет просто распад общества. С другой стороны, развитие этого децентрализованного уровня, а это видится, как развитие всего общества, продолжается до тех пор, пока происходит размножение групп в этом слое. Т.е. пока происходит рост. В западных обществах таким новым децентрализованным уровнем стала буржуазия. В основе буржуазной децентрализации лежит достаточно простой принцип денег, который обрабатывается мозгом даже не самых умных обезьян, и правила внешней проверки в виде разных форм согласованного потребления производимых продуктов, как материальных, так и абстрактных.

К сожалению, при отсутствии ведущей части системы часть производимых продуктов не проходит проверку, отбрасывается фильтрами, что ориентированы на массы и на продукт существующего уровня, и не становится новым глобальным продуктом. Именно главная задача ведущей части системы состоит фильтрация нового типа возможных глобальных продуктов и создание для него следующего уровня. Ведущая часть бывает временной, и тогда с ее кончиной распадается система. Все существовавшие и существующие человеческие общества имели временную ведущую часть. Цель биологического развития организмов состоит в создании постоянной ведущей части биологических систем взаимодействующих с окружающей средой и являющихся децентрализованной частью некоторого уровня децентрализации природы. Например, джунгли - это один из уровней децентрализации природы. Многоклеточные организмы возникли на Земле тогда, когда в среде многих просто взаимодействующих клеток было создано неравенство под управлением сначала одной клетки, а потом центрального органа: нервной системы. Раковая опухоль - это отбившийся от центрального управления паразитный организм клеток под управлением маньяка, что-то вроде банды. Размножение многоклеточного организма начинается с одной клетки, берущей на себя общее управление по организации неравенства и специализации клеток организма. Развитие и рост нового организма в процессе размножения организмов начинается с создания нервной системы - постоянной ведущей части организма. Любое развитие начинается с создания ведущей части - подсистемы, элементы которой знают и умеют больше, чем каждый из всех остальных элементов системы. Для нашего организма природа позаботилась о том, чтобы всеми знаниями обладала самая первая клетка, которая нейтрализует знания остальных клеток. Для людей такого пути нет, хоть правители по инерции своего положения всегда любили и любят использовать этот прием: усекать тех, кто знает больше их и использовать тех, кто проявляет только знания, что необходимы для социальной позиции, и не дай бог больше. В истории чересчур много примеров того, что становится результатом такой политики. Задача людей в ближайшее будущее создать ведущую часть системы человеческого общества, способную привести одну из стран к способности размножаться в противоположность к нынешней способности экспансировать, свойственной для децентрализованного уровня. Вообще, размножение - это главное отличие живых организмов. Размножение групп в децентрализованном уровне - это тоже показатель жизненности. Вот почему западную цивилизацию до 21-го века можно называть живым организмом. Живым организмом была российская цивилизация в советские 30-ые - 50-ые годы прошлого века. Живым организмом в последние годы является китайская цивилизация. Но все это на одном децентрализованном уровне, и это не организмы в результате размножения. Все это части децентрализованного уровня западной цивилизации. Все это результат экспансии запада. Жаль, что западные туповатые проходимцы от политики открещиваются от родства с результатами своей экспансии в угоду своей агрессивной маньячности. Распад Советского Союза стал результатом общинно-жлобской самоизоляции советских правителей 50-70 годов от западных корней своей страны. То, к чему пришли осколки СССР, доказывает, что запад не является живым способным к размножению организмом. Советский Союз показал, к чему приводит рост только на одном уровне. То же ждет и всех остальных.

45. Знание чужих ошибок помогает в ситуациях аналогичных тем, в которых раньше совершали ошибки. В новой ситуации лучше те решатели проблем, которые умеют учиться на своих ошибках. Поэтому в период перемен в верхи нельзя выбирать специалистов. Увеличить вероятность закончить перемены успехом можно только с помощью команды под руководством человека с широкими знаниями.

53. Ученый - это человек накапливающий знания об объектах внешнего мира и связях между ними и способный формализовать свои представления в виде инструкций для инженеров.

Социальный организатор - это человек накапливающий знания о людях и о социальных связях, способный экстраполировать эти знания в более сложную модель по отношению к существующей системе общества, где он находится, и подчинить людей для реализации модели.

Маньяк - это человек, имеющий упрощенную схему поведения в социальной среде, детскую реакцию на внешние социальные раздражители, неспособный себя контролировать и принимать обдуманные решения в сложной ситуации. Любое животное с точки зрения человеческого интеллекта является маньяком. Его мозг неспособен обработать все особенности окружающей среды, у него есть ограниченный набор реакций на внешнюю среду, и его реакция ищет сходство с привычным старым во всех нестандартных ситуациях.

Китайское общество возникло из сложившегося в головах принципа семьи. Много веков назад российские правители чингиз-ханский принцип власти творчески преобразовали и внедрили в массы в виде квазииерархического принципа подчиненности типа, как на заводе. Западноевропейцы - это сборище банд, которые научились договариваться, как в разделе территории, так и в правилах охоты. Можно выбирать, что из этих лучше, но ничто из этого не ведет к развитию, ни отличающихся от запада стран и самого запада, ни всего человечества.

16. Women can understand that men have thought up. But they cannot think up that the man can think up. It concerns average men too. Such men put togetherthe overwhelming majority. Among such mediocre men, and at the same time and women, the broad masses choose governors to themselves in the last 6 thousand years. Choosing, the voters give in to men that is assured of the superiority. Such superiority goes from the childhood or ripens at gang indulgence. The most self-assured people are either maniacs since the childhood or the maniacs who have ripened in impunity.

For little human societies the inheritance of the power postpones transition to a site of a slope of life society cycle. Training and education for society elite postpones such transition even more or does a site of a slope by more flat. Such scenario of expectation sometimes leads to occurrence of the hero-leader who develops the aim to change an environment, complicating it. But it does not concern broad masses, but only for the selected elite and the hero from it. In the big societies such mechanisms it is not enough, though they also are necessary. And absolutely hopeless for the choice of the leader and the country development there are those human societies where has not ripened or is destroyed by national anger the formed, self-sufficient and capable to multiply intellectual elite. The continuity is a necessary condition of development. Naturally, including in present continuity of the poorly developed or become poorly developed countries. "Lustration" is a disintegrative and destructive tool. Replacement of the legal mechanisms with it is a social crime.

Centralisation by the leader of the first small states on lifting of their creation is necessary and natural. Society growth becomes its result always. At this stage never happens internal struggle. In correctly becoming complicated and stable human society and in its top there is no struggle. Does not happen survivals of the strongest across Darwin. Any struggle, even such like harmless as struggle to the place of the deputy, the president or still something, always is a sign of the destroying internal problems of a society and its returnable spinning through former organizational forms. Labour productivity growth, quantitative society growth and growth of market interactions have created a problem of the organisation of social system. Again the problems of creation of a leading part of social system emerges. People in a top have not wanted or could not to solve this problem with thier heads never yet. Usually this not realised by a top problem is materialised in the form of clan struggle in the top, of the people dissatisfaction and by revolts.

On the eve of capitalisation the decision has been found in the Western Europe by means of decentralisation. Naturally spontaneously. The desire to automate to receive of desirable social result by a top for itself was the purpose, as always. That is the usual desire of common people. Even in the capitalism beginning it was several ways of the decentralisation. Generally any decentralisation when the external natural restrictions are absents and when the society is based on the desires of the leader that was selected by lower classes always conducts through breaking up to several smaller formations to an organizational principle of a community. Exactly so it was with the Soviet Union. Now Americans realise this scenario in Ukraine. In the past after disintegration of the state such decentralisation kept mankind and allowed to appear the hero-leader and to serve its purpose for creation of the new state. But appearance of the hero has very small probability. The example of decentralisation to a community in Ukraine and in the countries of Asia has shown that generally the individual developing exit cannot be from it.

Decentralisation always takes place in any society. Family decentralisation is natural. Family decentralisation is included in the human brain as the world scheme throughout many millenia. Naturally, unconscious. It is one of the several reasons of social requirement for a family. The community is a co-habitation of families to a minimum of social relations for a biological survival. The community is the lowermost social unit of mankind. This most decentralised human society. It is the ending of spontaneous behaviour of people. Now it is deep inculcated representation of order and stability come out from brains of people for not realised justification of struggle against centralisation. The western tops from the very beginning of development of social capitalist principles, having guessed prospect of capitalist decentralisation, have lifted it as a flag of the opponents of the experiments in which attempts to create centralising development were undertaken.

All history of the western society development is a history far not thought over ways of introduction of the centralisation. Among them - generalisation of economic rules, creation of the rules of law working on local rich centralisators, including grown rich criminally, spontaneous realisation of monopolisation, formation of the corporation rules for association more mutual relations of people, introduction of centralising statistics. But social centralisation, i.e. necessity of creation of a leading part of social system, the simple people is realised only through principles of a cult of personality so close clear. In due time kings, tsars etc., have compromised themselves with excessive personal consumption. Consumption in sense of the maximum realisation of the far not social desires. To not admit of such maniacs to be long time on the society top they have extended from a cellar the ancient scheme of a choice of the tsars. I.e. not prepared by itself to the decision of abstract extrapolating problems of the leader, but the representative of group-people who is reflexion of average representations of the top group. Now quite often hypocritically they include in this ritual all society. As a result the commoners with insufficient knowledge, with the brain that is not train to the decision of unusual problems and with increasing conviction in the exclusiveness became tsars. Unfortunately, true kings have not wanted to understand that should be actually.

With occurrence in the Western Europe the social property in addition to the personal consumer property of type of meal, its variety, home or separation subjects like embellishment, with occurrence thanks to scientists of new technologies there was a possibility for new type of decentralisation. Any decentralisation becomes social if all social environment or its sufficient part can be divided into groups (to multiply), enter a target product and rules of its reception and distribution, and, the most important thing to enter representation about for all society necessary product. At all levels above a community there are variants of decentralisation. One of external manifestations of development consists that the leading part of social system forms a new global product and creates for it the level of the decentralized performers, and the old global product appears at lower level and, respectively at lower level of decentralization. If there is no global product, and in dynamics if do not think out a new global product, there will be simply a disintegration of society. On the other hand, development of this decentralized level, and it seems how development of all society, proceeds until there is a reproduction of groups in this layer. I.e. so far there is a growth. In the western societies the bourgeoisie became such new decentralized level. Rather simple principle of money which is processed by a brain even not of the cleverest monkeys, and rules of external check in the form of different forms of the coordinated consumption of the made products, both material, and abstract is the cornerstone of bourgeois decentralization.

Unfortunately, in the absence of the leading part of system the part of the made products does not undergo testing, is rejected by filters that are focused on masses and on a product of the existing level, and does not become a new global product. Main task of the leading part of system consists in selection of new type of possible global products and creation of the following level for it. The leading part happens temporary, and then with its death the system breaks up. All existed and existing human societies had temporary leading part. The purpose of biological development of organisms consists in creation of constant leading part of the biological systems interacting with environment and being the decentralized part of some level of decentralization of the nature. For example, the jungle is one of levels of decentralization of the nature. Metaphytes arose on Earth when in the environment of many simply interacting cellulars the inequality under control of at first one cellular, and then the central body was created: nervous system. The cancer tumor is the parasitic organism of cellulars which beat off from the central management under control of the maniac, something like a gang. Reproduction of a metaphyte begins with one cellular assuming the general management on the organization of an inequality and specialization of cellulars of an organism. Development and growth of a new organism in the course of reproduction of organisms begins with creation of nervous system - constant leading part of an organism. Any development begins with creation of the leading part - a subsystem which elements know and are able more, than each of all other elements of system. For our organism the nature took care of that all knowledge the very first cage which neutralizes some knowledge of other cages had. For people such way is not present though governors by inertia of the situation always loved and like to use this reception: to truncate those who knows more them and to use those who shows only knowledge that are necessary for a social position, and God forbid it is more. In the history there are a lot of examples of that becomes result of such policy. A task of people in the near future to create the leading part of system of human society capable to result one of the countries in ability to breed in contrast to present ability to ekspansirovat, peculiar for the decentralized level. In general, reproduction is the main difference of live organisms. Reproduction of groups in the decentralized level is too a vitality indicator. That is why it is possible to call the western civilization till the 21st century a vital organism, but not live. The Russian civilization in Soviet the 30th - the 50th years of the last century was a vital organism. Vital organism is the Chinese civilization in recent years, and it once again after two thousand years. Generally, Chinese thanks to the qualitative level of decentralization opened by West Europeans because of bigger centralization in planning and education have to receive broader results. It something like results of the USA in relation to Western Europe. Then leadership of the USA was shown at the beginning of the 19th century and proceeded to the middle of the 20th, but it did not become hostile, neither Europe, nor Japan. With the Soviet Union of such character of the relations it did not turn out. There was a wish that so would not leave and with China, but the injurious and not suffering non-obedience outlook especially Americans and British and selection in policy enough rather stupid people, hardly something will change. And here Chinese with their family proximity and other relation to education have to develop this bourgeois level more fully. But, something is not believed that they will be able to create new level: they, as well as the western politicians, see themselves special and members of the national family, but not part of mankind. But meanwhile, all occurs at one decentralized level, and its growth due to creation of a large number of territories does not happen according to the scheme of reproduction of organisms. All this is the badly connected parts of the decentralized level of the western civilization. All this is the result of expansion of the West. It is a pity that the western rather stupid rascals from the policy disown from the relationship with results of the expansion to please of the aggressive megalomania. Disintegration of the Soviet Union is the result of communal cheapskate self-isolation of the soviet governors from the western roots of the Soviet country in 50-70 years, the country which developed to the middle of the 20^th century, and which was to that time more western, than the successor of the Russian Empire. To what splinters of the USSR came, proves that the West is not a live organism, capable to reproduction. The Soviet Union showed to what leads growth only at one level. The same waits also for all others.

45. The knowledge of others mistakes helps with situations of similar subjects in which made mistakes earlier. In a new situation it is better those solvers of problems which are able to study on the mistakes. Therefore during changes in tops it is impossible to choose experts. To increase probability to finish changes with success it is possible only by means of team under the leadership of the person with broad knowledge.

53. Scientific is the person accumulating knowledge of objects of the outside world and communications between them and capable to formalize the representations in the form of instructions for engineers.

The social organizer is the person accumulating knowledge of people and of social communications capable to extrapolate this knowledge in more difficult model in relation to the existing system of society where it is, and to subordinate people for realization of model.

The maniac is the person having the simplified scheme of behavior in the social environment, children's reaction to external social irritants incapable himself to control and to make the considered decisions in a difficult situation. Any animal from the point of view of human intelligence is a maniac. His brain is incapable to process all features of environment, it has a limited set of reactions to environment, and its reaction looks for similarity with habitual old in all non-standard situations.

The Chinese society arose from the principle of a family which developed in the heads. Many centuries ago the Russian governors creatively transformed the chingiz-han principle of the power and introduced in masses in the form of the quasihierarchical principle of subordination of type, as at plant. West Europeans are a concourse of gangs which learned to agree, both in the section of the territory, and in rules of hunting. It is possible to choose that it is better, but anything from this does not conduct to development, the countries, different from the West, and the West, all mankind.
